Solution: Before he's tied up, he escapes with a smoke bomb.
Hints of a higher party in this are thrown when Magestre has a mini flashback of how he got that smoke bomb.
This leads to him running to the location of where the bio-hazard bomb is located and throwing another smoke bomb and tossing Lee into the room as well as smashing the controls.
I don't know if I've decided Lee's new name; his original superhero name was Kicker but when I made the name I didn't put any thought into it so I need to find a better name for him.
The story details I have planned out are as such so far:
From the panel where Kestrel relays to the other half of the group , indicating they found the bio-hazard bomb -
One more panel before I need to make a new page -
I need something to help readers turn the page but not something too sudden.
I could have the panel where the first half of the group (Heat Blast, Tactics and Ace) tied up Mastere but he has a slight smirk on his face.
I need to indicate that the bio-hazard room is powered by backup power, different from the power grid Spark Shock cut off.

Small panel shows Magestre taking out a small vial from his belt pocket.
Larger panel shows A large puff of smoke with text bubbles of "He's escaping!" and "Clear this smoke, quick!"
Next panel -
shows Lee get a message from first half of group, letting them know Magestre escaped from them and was most likely on his way over to them.
Next panel - shows
Magestre's hand throwing another vial (smoke bomb)
Next -
Lee shouts in the smoke: "Anyone got eyes on that wacko?"
Next -
Magestre isn't too keen on Lee 's name calling and tackles Lee before throwing him into the room w/ the bio-hazard .

Smoke clears. In addition, Magestre destroys the controls for the door (power is not cut).
Spark Shock - "NO!"

Kestrel informs first half of group as well as everyone else on channel of the situation.
" We've got a situation. Magestre just locked _(Lee)_ with the bio-hazard and took away the key."

First half of group pin Magestre down from behind. Spark Shock runs up to the window. "Lee! Don't worry, we're going to get you out of there!"

Lee coughs, "You can't, without risking the bio-hazard leaking out into the city! I'm not worth that many lives!"

Spark Shock shouts "I won't! " while electrifying the door open. Shouts of "stop [sparkshock]" and " What are you thinking?"
Heat Blast shouts "Spark Shock ! Don't do something foolish! Follow our orders!"
Radio Comm: "What is going on?! Status anyone!"

[back in Tower]
The main character in the interrogation room hears the chatter and asks Bolt : "What's all the racket on the upper decks. "
Bolt's surprised look; "How are you able to hear that far?"

The main character says she doesn't know but mentions she did have good hearing in her world.

Bolt begins explaining with "Well, a psycho is threatening a city with a bio-hazard bomb that could wipe out the city or more. We sent out groups to stop the bomb and him..."

It's the main character's turn to be surprised. "Wait, so you guys are the good guys?"
"What? You thought *we're* the bad guys? ..Actually, you could say the feeling was mutual. So how much have you've heard?"

"The racket just now and that you guys don't trust me, but I think I can trust you guys when you say you're the heroes."

Bolt connects with White Lie to connect with Cog to tell of his conversation with their captive.

Cog takes note of this and decides to allow Fire Lily to leave the integration room but under surveillance.

where Spark Shock frees Lee, against orders.
"What have you done?!" upon Lee's release.
Spark Shock tells her team mates not to worry since she knew what she was getting all of them into. as she proceeds to work on the circuitry of the control panel table.
"Oh I see! You're going to get the controls back up to contain the bio-hazard!" - Kestrel
"But how much of the bio-hazard leaked out? You put thousands of people at risk!" - Ace
[Back at Tower]
On monitor - TV Broadcast -
"Curquil City can breathe a sigh of relief as the threat of the bio-hazard has finally ended..."
KRoo points to the monitor and shouts at Group Q, specifically Spark Shock.
"You're lucky that we were able to keep the public out of the loop of your screw-up! What were you thinking?! Were you even thinking about the public's safety!..."

" *I* was thinking we shouldn't leave our comrades to die. At least the worst outcome didn't occur..." - spark shock
(Background the main character walks close to monitor)

" Really? Or was it because of your relationship? This sort of action can't be tolerated if you put personal feelings ahead of the people." (Scoffing manner)

Faces heat blast , " as a leader you have to make sure orders are followed. How come spark shock wasn't stopped? I expected ..."

In background, the main character looks away from the shouting and happens to look at the screen and sees a very familiar face: her brother.
"Joe..?!"
"Who?"

She points at the screen. "Can you rewind that broadcast? Back to that scene earlier?"

It's revealed that the main character was not lying about her story.
"I want a team to find that boy and bring him here. If he's really this girl's brother, we can finally start piecing together this puzzle." - Cog
"Joe..?!"
"Who?"
